The Pennsylvania Independent Regulatory Review Commission (IRRC) is responsible to review Pennsylvania Agencies regulations to ensure that the regulations are in the best interests of Pennsylvania citizens. The IRRC reviews everything from education requirements, tax rules, and licensing requirements for doctors, barbershops, kennels and other businesses basically any regulations related to Pennsylvania with the exception of Game Commission and the Fish and Boat Commission. The IRRC reviews regulations that state agencies pass and make sure it's in the public interest based up these criteria: Statutory Authority and Legislative Intent, Economic Impact, Protection of the Public Health, Safety, and Welfare, Feasibility, Clarity, and Responsible, and what impact the regulation would have on small business in Pennsylvania.
