The Board of Pardons reviews criminal cases, except impeachment to determine whether a pardon should be recommended to the Governor for his approval or denial. Generally pardons in the state of Pennsylvania have been only used when extenuating circumstances in which the state court system could not act. Often the Pennsylvania Board of Pardons is sometimes referred to as the "Super Court".
